Paving the way for France’s first smart region

Tractebel urban experts played a decisive supporting role, helping the ENGIE consortium win the bid  to make Angers Loire Métropole France’s first “smart region.”

Following a competitive bidding process that took almost a year of hard work, Angers Loire Métropole has selected the ENGIE consortium to create France’s first “smart region.”

Set to start in January 2020, the consortium formed by ENGIE Solutions, SUEZ, La Poste and the VYV Group will develop innovative solutions, working closely alongside the local community, its partners, local companies and residents. The aim is to use digital technologies to speed up the region's energy transition, enhance its appeal, optimise the way in which public services are structured, and manage resources more efficiently, thus improving and facilitating the day-to-day lives of residents.

Tractebel and ENGIE Laborelec provided strong support to help the ENGIE consortium build the winning offer, thanks to high-level expertise in mobility, street lighting and financial engineer.

Services provided include:

  • Building an overall offer around smart mobility. Designing overall parking services with the help of IoT, integration of real-time availability and dynamic advice, and a specific parking space sharing service during special events
  • Defining bicycle services (geolocated speeds, shelters for connected bikes, defining a cycle-planning calculator, and more)
  • Developing a business plan for the project, analysing investment costs and running costs
  • Estimating energy savings through infrastructure renovation works, and associating these with the project’s economic model to help the region gain an understanding of the business model
  • Taking part in conceiving and producing a project assessment grid and a methodology for calculating the project’s positive outcomes
  • Producing the project planning schedule as part of the competitive dialogue
