Assessing the funding needs of the transport sector in Abidjan

Tractebel Urban, in partnership with Ernst & Young Côte d'Ivoire (EY), has been awarded to carry out a study aimed at setting up a funding scheme to finance the transport sector in Abidjan, Ivory Coast.

On the basis of the recommendations of a previous study conducted by Tractebel/EY in 2018, the Government of Ivory Coast has created in January 2020 a Public Transport Authority (AMUGA - Autorité de la Mobilité Urbaine du Grand Abidjan). This Authority is responsible for the organization and coordination of the urban transport sector and for the development of major infrastructure projects in the Greater Abidjan. 

The purpose of the new study is to assess the funding needs of the AMUGA for the coming decade and to identify financing sources, namely from taxation or imposition mechanisms. Tractebel is responsible for the environmental, social and economic impact assessment of the funding options, to assess their acceptability and to support the decision making process at Government level. Our experts will also make recommendations on the contractual arrangements to be made between the Authority and the transport operators, in order to improve the overall efficiency of the collective transport system. The main challenge lies in the regularization of the informal sector, which currently accounts for about 80% of the total modal split.
